DA-CAR initiates regulatory orientation

The Department of Agriculture (DA) initiates a series of consultative forums regarding regulatory matters in the Cordillera. The first leg of the workshop was on August 10, 2017 at the Grand Zion Hotel, Tabuk City, Kalinga. Farmers, feed establishments and veterinary drugs and products representatives, academe, Tabuk City Veterinary Office, and the Provincial Veterinary Office of Kalinga were in attendance to the event.

The orientation was concentrated on the regulatory laws for both livestock and crops. Vilma Mosqueda of the DA-CAR Regulatory Division emphasized that the activity is an Information, Education, and Communication (IEC) campaign to learn about the regulatory laws. “We should internalize and take to heart these laws as we will also be the one benefiting from it,” she added.

Several topics were included to further strengthen the discussions. Speakers from the DA-CAR Regulatory Division each presented on a specific area. Mylene Cadalig delved on the Republic Act 10611 (Food Safety Act). She stressed the importance of having a standard in handling food for the protection and promotion of the health of the people. She also gave a briefer on Good Animal Husbandry (GAHP).

Afterwards, Doweno Santiago, Jr. explained the 5s of Good Housekeeping followed by what Good Agricultural Practices (GAP) for rice, corn, and high value crops are and what it means in ensuring food safety. The process and requirements for acquiring both certifications were also listed.

Vilma Mosqueda then presented the Republic Act 3720 (foods, drugs, and devices), Republic Act 1556 (livestock and poultry feeds) and Administrative Order 08 (Livestock Handlers Transport Care). Registration and licensing to for the three is required by the law for monitoring, as stated by Mosqueda.

Finally, the Republic Act 8485 (Animal Welfare) was tackled by Marietta Blanco. The humane treatment of animals and its direct correlation to food quality was highlighted in this topic.
